The candidate who had the best chance of requalifying the party for ballot status was also a member of that faction, and she withdrew from her race; thus the new petition drives. The GPUS recognized the faction that had wanted David Cobb on the ballot as its legitimate affiliate. I gather that there are long-standing differences about internal decision-making procedures as well, as is often the case in the Green Party. There was already a split a while ago that led to some prominent Greens joining the Democrats.
