Arkansas Legislature Passes IRV Bill

On March 7, the Arkansas Senate passed HB1509 unanimously. It expands Instant-Runoff Voting for use in partisan primaries. Existing Arkansas law already lets overseas military voters use it, and HB 1509 extends this to overseas civilians as well. The Governor is expected to sign the bill soon.

    A related bill has been introduced in the California legislature. AB 1662, by Republican Paul Cook, would (among other provisions) require that overseas military voters be sent a ranked ballot for elections that might require a runoff. It’s current wording does not cover overseas civilians.
