		<description>The Washington law enacted by Initiative 872 is virtually identical to Louisiana&#039;s.  It was found to violate parties&#039; Constitutional rights by a Federal District Court judge and, on appeal, the 9th Circuit.  The State&#039;s appeal was the first case argued this month before the U.S. Supreme Court.  If the Washington parties (Democrats, Republicans and Libertarians) win, Louisiana&#039;s law is without Constitutional basis and it will be just a matter of time before it is struck down.</description>

		<description>Louisiana is the only state that uses the &quot;top two&quot; to elect ALL of its state officials.  Nebraska has nonpartisan legislative elections, and some states elect education officials on a nonpartisan basis.

Louisiana, which alone has used the &quot;top two&quot; (popularly called the &quot;open primary&quot;) for its congressional elections, is next year restoring party primaries for those elections.  There is talk of restoring party primaries for state offices as well.</description>
