UNEQUAL total votes in each gerrymander district.

Half the votes in half the gerrymander districts = about 25 percent ANTI-Democracy minority rule (since long before 4 July 1776).

Remedy ---

Party Seats = Party Votes x Total Seats / Total Votes

Much too difficult for the armies of MORONS involved in gerrymander cases to understand.</description>
