		<description>It&#039;s possible he just wasn&#039;t able to mobilize the volunteers or staffers in NY to collect the signatures.  I live in NY, and have been participating in the petitioning process since it began 10/31.  Even volunteering for Obama, there were many districts were significant, persistent volunteer efforts were required to collect the required signatures.  More specifically, you actually need 500 signatures from registered democrat residents from each congressional district, besides the numerous statewide signatures.  Those CD specific petitions were very difficult, even in NYC working for one of the top candidates.</description>
