I remember when a university professor was permitted to look at California ballots, for a study of the effect of the blanket primary. He has a chapter about his research in the book about the California blanket primary (which was used in 1998 and 2000). I think the book is titled, “Voting at the Political Fault Line.”
So there must be a way.

Is it truly impossible to get a look at those write-ins? I know a declaration was required to get the numbers counted by the state, but are there any legal means to get access to the ballots to do a private count?
