He has a chapter about his research in the book about the California blanket primary (which was used in 1998 and 2000).  I think the book is titled, &quot;Voting at the Political Fault Line.&quot;
So there must be a way.</description>

		<description>Is it truly impossible to get a look at those write-ins?  I know a declaration was required to get the numbers counted by the state, but are there any legal means to get access to the ballots to do a private count?</description>
