		<description>There is a February 29 deadline for passage out of the subject committee of the non-initiating house; any changes at this point, including an emergency clause, would require concurrence from the House; and the SCOTUS could rule on the Top 2 Primary any day, week, or month now.  

I doubt now is the time to be making changes in a session that is under time constraints, assuming that it is desired that some legislation actually pass.</description>
