		<description>The FEC doesn&#039;t have a quorum because Barack Obama and Russ Feingold put a hold on consideration of one of the nominees; and then the Senate majority of which presidential candidates Barack Obama and Hillary Clinton are members kept the Senate in pro forma session so that recess appointments could not be made (the nominees were already recess appointees, so their term expired at the end of the session).

Shouldn&#039;t the DNC also include Ohio and Delaware as defendants?</description>
