Vermont National Popular Vote Bill Still Hasn’t Been Sent to Governor

The Vermont legislature passed S.270, the National Popular Vote Plan bill, on April 25. However, as of the morning of May 12, the legislature still hasn’t sent the bill to Governor Jim Douglas. After he gets the bill, he only has 5 days to decide whether to sign it, veto it, or let it become law without his signature.

    According to the Vermont legislative website, the bill was sent to the governor on May 12th. I wonder what took them so long…
    Does he have five days or five working days? If they count working days, I guess he has until next Monday.

    Because Vermont ended the legislature session with no call back to override vetoes, any bill that is not signed or vetoes becomes pocket vetoes, not law as said above.

    So, either there is action by 17 May (including that day) or tee bill fails, period?
