to turn in paperwork that could have been turned in before?  Wouldn&#039;t it be wiser to turn in earlier in case there are any problems?

		<description>No, the Prohibition Party did not turn in all of its signatures in Mississippi on the deadline day.  Some of them were turned in on the Monday afterwards.  Brian Moore, by contrast, turned in all his paperwork on the deadline Friday.  The reason he is being kept off is that the paperwork was turned in at 5:10 p.m.  However, the statutue giving the deadline just specifies the day, not the hour.</description>
