Some of them were turned in on the Monday afterwards. Brian Moore, by contrast, turned in all his paperwork on the deadline Friday. The reason he is being kept off is that the paperwork was turned in at 5:10 p.m. However, the statutue giving the deadline just specifies the day, not the hour.
