		<description>The election stats should, of course, be in House Document ONE of each new minority rule gerrymander Congress --- merely to show the legality of the new regime.

House - half plus the votes in a bare majority of the gerrymander districts = about 30 percent of the total votes.

Much worse for the Senate -- circa 10 percent minority rule.

Electoral College -- about 28 percent minority rule in electing each Prez/VP.

Part of the delay is due to more and more primary / convention machinations and more and more candidates.</description>
