On August 5, the Tucson, Arizona, city council voted 5-1 to sue the state, over the new law that requires the city to use non-partisan city elections. See this article.
There is an Arizona precedent that supports Tucson in this matter. It’s all a matter of state law. Each state has its own ideas on how much autonomy cities have from state laws. And partisan elections are in Tucson’s charter and the Tucson voters have several times voted in favor of partisan elections.
