		<description>Schwarzenegger vetoed a bill identical to SB 34 in 2006, because he understood it as a blatant attack on the initiative process, and there is good reason to think he will veto this version. If he does sign SB 34 it will carry an even higher criminal penalty and fine than the Ohio ban that was struck down in 2008.</description>
