		<description>I would think that the simple solution would be to say something like this; 

&quot;OK, after a statewide partisan election the top six participating parties would get automatic ballot access for a reasomanable time period, say like six years.&quot;

The Constitution does say that if the EC thingie does not work, Congress is suppose to pick from among six candidates...if memory serves me. So maybe the founders thought that voters can handle that many choices.</description>
