A similar decision was issued by a court in Puerto Rico in 1985, Puerto Rican Renewal Party v. State Elections Commission. In that case the Superior Court stated that requiring a voter to reactivate his/her electoral record to sign a petition to register a political party would be too burdensome, compared to requiring a voter to reactivate his/her record in order to vote.
Because of that, anyone who has been registered to vote in Puerto Rico can sign to place a political party on the ballot.

Dead people (as identified by coroners and other government offices that learn about deaths) are removed entirely from the rolls.
