In that case the Superior Court stated that requiring a voter to reactivate his/her electoral record to sign a petition to register a political party would be too burdensome, compared to requiring a voter to reactivate his/her record in order to vote. Because of that, anyone who has been registered to vote in Puerto Rico can sign to place a political party on the ballot.
