On the Dept of State website, the latest registration form (revised 2/09) DOES have the Libertarian Party as an option. PDF form is here (http://www.dos.state.pa.us/voting/lib/voting/02_voter_registration_applications/onlinevoterregformblank.pdf) It may be possible some of the counties are using old forms (like Luzerne County, which still has only R or D on their website) or haven’t been notified of the change, but it seems like the DOS is on the ball.

Pennsylvania really seems to have a problem with basic democratic process, not to mention judicial process. Sheesh.
