Governor Schwarzenegger Draws Severe Criticism for Schedule of Special Election to Replace Senator Maldonado

Why does it cost $3 million to hold an election for perhaps 50,000 voters (the last two senate special elections have had 30,000 (in Los Angeles) and 80,000 (in Riverside). The election in Riverside was 76% by mail.
