California Secretary of State Adds Stephen Durham to Peace & Freedom Party Presidential Primary

If the California Secretary of State can place the name of Stephen Durham on the Peace & Freedom Party Presidential Primary, then why can’t Markham Robinson ask the Secretary of State to place the name of Jack Fellure on the AIP Presidential Primary? Or have I missed something?
