On March 19, the 3-judge U.S. District Court in Favors v Cuomo released a 43-page opinion, setting out the boundaries for U.S. House districts in New York. The court acted because it was persuaded that the legislature would not act in time. The second half of the opinion, beyond page 43, has maps of the new districts. ALL single member district schemes AUTOMATICALLY produce indirect minority rule regimes.
1/2 votes x 1/2 districts = 1/4 Control — possible worse with 3 or more candidates per district.
De facto much worse due to primaries, etc.

The court acted because the Dems and Reps couldn’t, or wouldn’t, reconcile their maps to account for just a couple of conflicts. Each has publicly stated, through various spokespersons, that they think the court-drawn districts give them real advantages. This year could be a free-for-all in New York, at least among the two parties. Several incumbents have retired and/or share a new district with another incumbent.
