As previously reported, because the Virginia Governor and the Virginia legislature changed the effective date of HB 1151, the Libertarian Party’s presidential petition, which had 2,100 signatures, is not valid and the party must start all over. The Virginia Green Party’s petition, which had almost 2,000 signatures, is also now invalid.
As reported earlier, the legislature had unanimously passed HB 1151 on March 2, saying that the old U.S. House district lines can be used in years after redistricting, if the redistricting had not been done until the election law year itself. No one could have guessed that on the last possible day to act, April 10, the Governor would ask the legislature to change the effective date of that bill from “now” to 2013. Nor could it be known that the legislature would agree with the Governor’s request, which it did on April 18. Because the Virginia petition requires the presidential elector candidates to be listed, and there is a residency requirement for each elector, the old petitions are worthless. Each of the parties had one candidate for presidential elector who was put into a different district.

No, Americans Elect still hasn’t started in Virginia. And the Constitution Party didn’t start either, until just a few days ago.

As for Americans Elect, the NC State Board of Elections has declared that they have met the requirements to be on the ballot in November. The NC State Board of Elections has a letter to the party confirming this on their website.
I know this is irrelevant to this post, but I thought you would like to know.
#4, that North Carolina announcement is “old news”. In February it was revealed that North Carolina counties had verified enough valid signatures for Americans Elect. The awkward procedure by which the group must then physically collect the validated signatures from the counties and physically take them to the State Board of Elections is a pain, but it is not the meaningful step. I have been showing Americans Elect as “already on” since the March 1 issue.

2. Regarding the Constitution Party – as of tonight – it is not clear if all Electors are still valid. That must be determined Monday. According to my sources, nearly 1,000 petition signatures – I’ve seen many of those signed petitions – had been collected in the last two weeks by a small group of Independent Greens – since a state Constitution Party meeting with some leading Independent Green Party of Virginia members. Indy Greens have long worked with constitution, libertarians, and other greens for many years.
