Lowest percentage for the Republican candidate for Congress in 2012: 57%. This isn’t going to change anything.
It’s the beginning of a nationwide effort to change to the ME/NE system. This is an important reform needed nationwide.
We also need a nationwide movement to abolish any form of “top-two.”
Personally, I would like to see a proportional system of Electors rather than this. However, this does bring some much needed separations. The winner take all system is not all that representative of the political climate.
Certainly in this case the proposal will not help the Republicans – Oklahoma has voted overwhelmingly Republican for President the last several elections, and this might cause them to lose one electoral vote in the state.
It is a good reform, which would make the E.C. more representative, but it will only succeed through a national law or constitutional amendment. Otherwise each party will see it as a chance to game the system state by state.
I was imagining a system with the following:
– Each CD would allocate 1 elector, but the CD winner gets a Presidential Electoral Vote, while the runner-up gets a Vice-Presidential Electoral Vote.
– The at-large electors would be allocated as follows: depending on the district magnitude, between 4 and 6 Electoral Votes, they’re allocated proportionally.
