North Carolina Bill to Abolish Run-off Primaries

North Carolina Representatives Marvin Lucas (D-Spring Lake) and Elmer Floyd (D-Fayetteville) have introduced HB 38, which would abolish run-off partisan primaries. Thanks to Kevin Hayes for this news.
