This bill is grossly insufficient given the absolute numbers of people who will be effectively disenfranchised by voter ID laws made for that purpose. This has to be a fig leaf for some republicans who think they need it and some democrats uninterested in a conversation or movement towards the abolition of disenfranchising mechanisms, efforts and strategy altogether.
Since nothing sufficient will pass the 113th congress, the conversation has to move to what abolition looks like, what the courts will have to admit, what’s basically democratic: A constitutional amendment making voting a fundamental right. Its current name is House Joint Resolution 44.
