New York State Has Eleven Vacant State Legislative Seats, but No Special Elections are Planned

According to this story, New York has eleven vacant legislative seats, but there are no plans to call any special elections, so presumably this situation will last for the remainder of 2014.

    Special elections in recent years in New York have been a way to ‘grease the path’ for party-favored candidates in general elections. For example, a sitting assemblyman or state senator will leave office soon after his/her re-election and the governor will then order a special election. Then the winner gets to claim incumbency when running in his/her first general election contest. Apparently, something has changed.
