Albuquerque Journal Endorses Semi-Closed Primaries; Says They are Superior to Top-Two Primaries

The Albuquerque Journal has this editorial in support of semi-closed primaries. Near the end, the editorial mentions top-two primaries (although it doesn’t use that term) but says open primaries are superior to top-two primaries.

Is the editorial correct about Attorney General King’s position?

He is seeking to intervene in the lawsuit (Crum v Duran) forcing open the primaries, since the Secretary of State is not defending the current law.

Maggie Toulouse Oliver, who is the Democratic nominee for SOS, and current Bernalillo County Clerk, is a named defendant, since her employees denied David Crum of the right to vote. She is noted in another BAN entry of favoring imposing the straight ticket device by executive fiat.

An editorial in the Santa Fe New Mexican about the proposed law states that it doesn’t go far enough, and seems to support a Top 2 primary. It also suggests that Governor Martinez supports it.
